Currently serves as the President of the China Association of Trade in Services. Former Vice President of the China Council for the Promotion of International Trade (CCPIT). Previously held positions including Deputy Director of the Hainan Provincial Department of Finance and Taxation and concurrently Vice Chairman of Xinghua Financial Company, Leader of the Hainan Provincial Tax System Reform Leading Group, Deputy Director of the Hainan Provincial State Taxation Bureau, First Director of the Agricultural Taxation Bureau under the State Taxation Administration, Director of the General Office of the State Taxation Administration, and Vice President of CCPIT and concurrently the Chinese Government’s Chief Representative to the Bureau of International Expositions (BIE).  

Major research areas: Fiscal and taxation, trade, and investment. Published Chinese and English works including China’s Taxation and GDP Growth, Global Resource Distribution and Allocation, and Taxation Policy and the Economy of China, among others. Has also authored numerous academic papers published in newspapers and journals.
